Fortunately for us, Rockstar updated the game and it's LaunchGTAIV Social Club system that half worked half malfuctioned even when properly setup on Windows 8 / 8.1 / 10. It is now tied to your XboxLive gamertag through the social club website and you have the ability to link it when you launch the game as opposed to the old social club exclusive login screen which used to only work 5-15% of the time depending how fast you could put in your credentials and press play. This means that Online works properly for all the people who didn't go through the struggle of finding exactly what files and microsoft libraries were responsible for causing their game not to work with or without mods in the first place for the past five or so years. If you're looking for some Vanilla GTA IV action through Xbox Live the average user can easily set the game up and play now, so theres that I guess which means there are lots of new and old users online. However this came at a cost which I also didn't intially realize until I did some searching and playing around with my files.
Mods that require scripthook / an asi loader don't work with this new patch. X live less works in disabling Xbox Live which is what I primarily use for mods if I'm just playing single player for things like Arrest Warrant. Adriano Celentano Rock Economy. However YAASIL and other asi / script loaders crash the game and function improperly.
X live less appears to not load any ASI mods including script hook meaning in order to play with these mods you're going to need to downgrade to the 1.0.7.0 exe's of the game. This is all you need to do as far as I know and there is no annoyances with social club anymore even with doing this, however I haven't tested if modified games work online when properly configured with indentical mods on all involved PC's for or if online even works at all anymore in 1.0.7.0 patch. They did before this all happened because my buddies and I typically run games with Realistic Handling and my custom weapons / pedestrian settings in multiplayer without any problems. I wouldn't be suprised if it no longer worked flawlessly anymore which means we're going to have to wait till either Rockstar (unlikely) releases a fix for that portion of the modding or if modders just update their ancient 1-5 year old creations (another unlikely scenario at this point with GTA V taking the reign now).
